I am pleased to note that United States is giving support to Philippines to confront the problem of Red China’s aggression in West Philippine Sea. Resolution of this problem demands a proper understanding of Red China’s Expansionist Policy and containing and resisting all manifestations of Red China’s Expansionism. The Philippines says it will back calls by the United States for a series of measures aimed at reducing tensions in the South China Sea during a regional security forum in Kuala Lumpur Wednesday. Washington wants countries to stop building artificial islands and carrying out military activities.
The Philippines is expected to raise the issue of China’s activities in the South China Sea during meetings of the 10-member Association of Southeast Asian Nations (ASEAN) this week. Foreign Affairs Secretary Albert del Rosario released a statement Tuesday saying that his country would also endorse a U.S. call for stopping all work on disputed outcroppings and any military activities.
“As a means of de-escalating tensions in the region, the Philippines fully supports and will pro-actively promote the call of the United States on the ‘three halts’ — a halt in reclamation, halt in construction and a halt in aggressive actions that could further heighten tensions,” Del Rosario said.
However, he said the Philippines back those measures only if other claimants, including China, do the same. And he said this does not mean that China’s island construction on at least seven outcroppings is legitimate.
In recent months the U.S. has been raising concerns over China’s project to convert reefs and shoals in the Spratlys into manmade islands. “This has been the American position for what, almost two years now, saying that everyone should stop developing their particular areas that they hold,” explained Carl Baker, programs director at the Pacific Forum of the Washington-based Center for Strategic and International Studies. “But everybody knows that this is really directed at China.”

CHINA’S STANCE
China insists that ASEAN forums are not the place to raise these territorial disputes.
Beijing claimed nearly the entire South China Sea, while the Philippines, Vietnam, Malaysia, Brunei and Taiwan also have overlapping claims. The Philippines has filed a case with the Permanent Court of Arbitration to question what it calls China’s “excessive claims” in the sea. China rejected the case and is not participating.
Baker does not foresee any change in the U.S. position and nor does he see a shift in China’s stance, especially since it already built the islands. He predicts that the standoff will “inhibit security cooperation” in Southeast Asia.
On Monday in Singapore, China’s foreign minister, Wang Yi, downplayed the concerns over Beijing’s island building, which has rapidly built airstrips and buildings on top of what were until recently mostly submerged rocks and reefs.
“At the moment the general situation in the South China Sea is stable, and China is steadfastly committed to working with the parties to maintain the situation which has not come easily. And we will never allow any country to destabilize the South China Sea,” said Wang.
Wang made a pitch for peacefully resolving the disputes through “consultations and negotiations” among what he called “five commitment points” of China regarding the contested sea.

The West Philippine Sea Coalition has condemned China’s aggression in the West Philippine Sea in a protest rally held along Roxas Boulevard (fronting the West Philippine Sea) in Manila Saturday morning.

The coalition members include the Volunteers Against Crime and Corruption (VACC), RAM, Anti-Drugs Advocate, Guardians, Motorcycle Philippines Federation, United Defense Manufacturing Corp., ProGun, SMX Phils and Predator Riders, among others. The event was the 3rd Annual Day of Protest against China’s bullying in the West Philippine Sea. Simultaneous protests have also been held in London, United States and other cities across the globe.

Among others, the West Philippine Sea Coalition cited China’s territorial aggression when it reclaimed (and continues reclaim) reefs, shoals, islets, and other submerged rocks and corals for their exclusive use despite diplomatic intervention by the US, Japan and other ASEAN-member countries. On the environmental front, the coalition scored China for the massive destruction of the coral reefs in the disputed territories as a result of its ongoing reclamation and construction activities. The coalition also cited China’s invasion of the Scarborough Shoal, a rich fishing ground located within the 200-mile economic zone of the Philippines. China’s continued presence in what the Philippines claims as part of its territory had prevented hundreds of Filipino fishermen from traversing the rich fishing ground resulting in their family’s economic displacement. The coalition lambasted China for being a top source of illegal drugs that continues to be smuggled into the Philippines by Chinese drug lords. In their short talk during the rally, Top VACC officials Dante Jimenez and Martin Dino together with Anti-Drugs Advocate Jonathan Morales criticized China for having destroyed lives of hundreds of thousands of drug addiction victims in the country.

Alunan and leaders of the coalition called on the public to support the case pending before the UN Arbitral Tribunal by educating the people on the merits of the case. At the same time, they also urged the public to call on the nation’s leaders to fast track the development of a credible external defense capability. Rep. Roilo Golez, who is supporting the coalition has called on the public to boycott made in China products especially garments and buy products that are made in the Philippines.

The leaders of the West Philippine Sea Coalition have vowed to continue heightened protests against China’s aggression in the disputed territories through legal and peaceful means. The New Testament Book “REVELATION” shared a prophecy predicting sudden, unexpected, fall of an evil empire using coded name “BABYLON.” Planet Earth has already witnessed several impacts by heavenly bodies called asteroids, or meteorites with known or unknown consequences to life on Earth. The most significant asteroid impact event may have happened 65 million years ago which wiped out a huge variety of animals collectively known as ‘Dinosaurs’ and surprisingly, life thrived on Earth with emergence of new species that populate Earth in present times. Without any human initiative, without any human intervention, Earth may be hit by a very large stone that would result in the downfall of an evil empire while sparing rest of the humanity. I am asking my readers to contemplate on Doomsday Prophecy found in ‘Revelation’ Chapter 18 and compare its scenario with some of Earth’s recorded asteroid/meteorite impact events:

14 “They will say, ‘The fruit you longed for is gone from you. All your
luxury and splendor have vanished, never to be recovered.’
15 The merchants who sold these things and gained their wealth from her will stand far off, terrified at her torment. They will weep and mourn

“‘Woe! Woe to you, great city, dressed in fine linen, purple and scarlet, and glittering with gold, precious stones and pearls! 17 In one hour such great wealth has been brought to ruin!’ “Every sea captain, and all who travel by ship, the sailors, and all who earn their living from the sea, will stand far off. 18 When they see the smoke of her burning, they will exclaim, ‘Was there ever a city like this great city?’
19 They will throw dust on their heads, and with weeping and mourning cry out:
“‘Woe! Woe to you, great city, where all who had ships on the sea became rich through her wealth! In one hour she has been brought to ruin!’
20 “Rejoice over her, you heavens! Rejoice, you people of God! Rejoice, apostles and prophets! For God has judged her with the judgment she imposed on you.”
THE FINALITY OF BABYLON’S DOOM 21 Then a mighty angel picked up a boulder the size of a large millstone and threw it into the sea, and said:
“With such violence the great city of Babylon will be thrown down, never to be found again. 22 The music of harpists and musicians, pipers and trumpeters, will never be heard in you again. No worker of any trade will ever be found in you again. The sound of a millstone will never be heard in you again. 23 The light of a lamp will never shine in you again. The voice of bridegroom and bride will never be heard in you again. Your merchants were the world’s important people. By your magic spell all the nations were led astray. 24 In her was found the blood of prophets and of God’s holy people, of all who have been slaughtered on the earth.”

Red China’s spying is not limited to stealing military secrets. Red China poses most serious threat to Americans because Red China is stealing Intellectual Property, and is causing economic loss of hundreds of billions dollars. Military can defend vital national security interests in spite of Enemy’s spying. The loss of Trade Secrets robs economic vitality and productivity of United States and it is not easy to defend economic interests as Enemy robs, steals, and plunders without firing a bullet.

Coleman said there has been a 53 per cent increase in economic espionage
cases, or the theft of trade secrets leading to the loss of hundreds of
billions of dollars.
WASHINGTON: The US has witnessed a 53 per cent spike in economic espionage
cases aimed at American firms, with a vast majority of the perpetrators
originating from China with ties to the government, the FBI said.
The head of the Federal Bureau of Investigation’s counterintelligence
division, Randall Coleman, said there has been a 53 per cent increase in
economic espionage cases, or the theft of trade secrets leading to the loss
of hundreds of billions of dollars, over the past year.
Coleman said at a recent briefing that state-sanctioned corporate theft by
China is at the core of the problem.
Coleman said that China is the most predominant threat facing the US from
the standpoint of economic espionage.
He cited examples of large corporations successfully targeted in the past
such as DuPont, Lockheed Martin and Valspar, who have since worked with the
FBI to further safeguard their intellectual property.
To highlight this growing threat to the US economy, the FBI has launched a
nationwide campaign intended to warn industry leaders of the danger they
face from foreign actors. But the FBI not only considers this a threat to
American economic prosperity, but to its physical security as well.
“Economic security is national security,” said Bill Evanina, the head of the
National Counterintelligence and Security Center and one of the agents
leading the charge in stemming the threat to corporations. Many of the tools
used are the same as the ones used to track terrorists, he said.
Half of the 165 private companies that participated in a survey conducted by
the FBI have claimed to be victims of economic espionage or theft of trade
secrets, and 95 per cent of those attempts originated from individuals
associated with the Chinese government, CNN reported.
One of the most concerning means of obtaining sensitive industry secrets is
through the use of “insider threats,” or employees who are familiar with the
inner workings of a particular technology being recruited by foreign agents
in exchange for large amounts of cash.
The FBI continues to see spear phishing attempts, when an email or link
appears legitimate but is in fact a bogus message intended on tricking
recipients into offering up personal information. Social media and sites
like LinkedIn are also being utilised in economic espionage where potential
recruits can be found and contacted based on relevant knowledge and work
experience, officials said.
“The Chinese government plays a significant role” in economic espionage,
Evanina said. “The playing field is not level” when a single company faced
with relentless targeting by individuals or entities who have the backing of
a foreign government, he said.
Other big targets for economic spies are specifications for US military
technology and proprietary information on everything from superconductors to
seed-and-grain hybrids.
“It’s across the board,” said Dean Chappell, a section chief in the FBI’s
counterintelligence division. “It’s not high-end avionics for military
aircraft; it’s not joint strike fighter stuff. It’s all of the things that
we see every day.”
In a change from more traditional modes of economic espionage, such spies
are appearing as non-traditional actors, serving as insider threats within
organisations and institutions, officials say.
William Evanina, head of the National Counterintelligence and Security
Center, said such individuals have been observed in the US serving as
professors, engineers, travelling students and businessmen.
Officials also warn of cyber tactics used to hijack intellectual property
and trade secrets.
In particular, actors, predominantly from China, are known to employ mass
spear-phishing campaigns to coax employees inside companies into clicking
tainted links or attachments, Fox News reported.
If successful, the actor could get critical data off of the organisation’s
computer network.
China in particular has been publicly outed on multiple occasions by the
Obama administration for its efforts geared toward breaching private sector
interest.
US economists blame China for contributing to an increasingly uneven playing
field on the world economic scene.
“To sustain its phenomenal growth rate, China must employ cyberattacks to
steal information,” said Scott Borg, director and chief economist of US
Cyber Consequences Unit, a non- profit research institute.
“Cyberattacks stealing competitively important business information are a
fundamental part of the national economic development strategy of China. For
this reason, getting China to moderate this behaviour will be extremely
difficult,” Borg said.
As a result, The FBI has announced a nationwide awareness campaign and
continues to develop relationships within U.S. industry.
The agency has provided over 1,300 in-person briefings on the economic
espionage threat to companies and industry leaders over the past year, using
a FBI-produced video entitled ‘The Company Man: Protecting America’s
Secrets’, as a training tool.

Tibet’s spiritual leader the Dalai Lama has ridiculed China’s Communist Party for wanting to control his reincarnation, saying the government is “pretending” to know more about the system than he does, the New York Times reported on Thursday.
Tibetans fear that the Chinese government will use the issue of the Dalai Lama’s succession to split Tibetan Buddhism, with one new Dalai Lama named by exiles and one by the government after his death.
The Dalai Lama’s comments are likely to draw an angry response from China.
“The Chinese Communist Party is pretending that they know more about the reincarnation system than the Dalai Lama,” the Dalai Lama, who recently turned 80, told the New York Times in an interview.
Tibetan Buddhism holds that the soul of a senior lama is reincarnated in the body of a child on his death. China says the tradition must continue and it must approve the next Dalai Lama.
However, the Dalai Lama has said he thinks the title could end when he dies.
Chinese officials, however, have stressed that the government must approve the next Dalai Lama and the current Dalai Lama has no right to abandon reincarnation.
China, which regards the Dalai Lama as a dangerous separatist, has ruled Tibet with an iron fist since Communist troops took over the region in 1950.
The Dalai Lama fled into exile in India in 1959 after an abortive uprising against Chinese rule.
The Nobel Peace laureate said his biggest concern was that China would name the next Dalai Lama, saying “the precedent has been set”, the New York Times said.
In 1995, after the Dalai Lama named a boy in Tibet as the reincarnation of the previous Panchen Lama, the second highest figure in Tibetan Buddhism, China put the boy under house arrest and installed another in his place.
Many Tibetans spurn the Chinese-appointed Panchen Lama as a fake.
The Dalai Lama “hinted that he would hold some kind of referendum among Tibetan exiles, and consultations among Tibetans within China” about his succession, saying the issue would be formally resolved around his 90th birthday, the newspaper said.
The Dalai Lama praised Chinese President Xi Jinping’s anti-corruption campaign, the newspaper said. He also said Xi’s mother was “very religious, a very devout Buddhist,” and noted Xi himself had spoken positively of Buddhism.

US Not ‘Neutral’ in South China Sea Disputes: Top US Diplomat
America’s top diplomat for East Asia clarifies the country’s outlook in a keynote speech.

The United States is not neutral when it comes to following international law in the South China Sea and will come down forcefully to ensure that all parties adhere to the rules, Washington’s top diplomat for East Asia said Tuesday.
The United States has repeatedly said that while it takes no position on competing sovereignty claims over disputed land features in the South China Sea, it does want these maritime claims to be advanced in accordance with international law and without the use of coercion. That hedged position has led some to incorrectly read the U.S. stance on the issue as being ‘neutral,’ with China in particular accusing Washington of ‘taking sides.’
But in response to a question by a Chinese participant on perceived U.S. ‘neutrality’ in the South China Sea, U.S. Assistant Secretary of State Daniel Russel firmly clarified at a think tank conference in Washington, D.C. that this neutrality only extended to the competing claims, rather than the way in which the disputes were resolved.
“We are not neutral when it comes to adhering to international law. We will come down forcefully when it comes to following the rules,” Russel said during a keynote speech delivered at the Center for Strategic and International Studies.
In this vein, Russel said in his speech that the United States was currently encouraging relevant parties in the South China Sea to create the atmosphere and conditions necessary to manage the disputes peacefully, diplomatically and lawfully despite escalating tensions there partly caused by China’s assertive actions.
“We’re pushing the parties to revive the spirit of cooperation,” Russel said.
The focus, Russel said, would be on lowering the temperature and creating the breathing room necessary to pursue peaceful paths toward resolving disputes, such as negotiations and arbitration. He encouraged all actors – not just China – to cease actions that run contrary to this spirit, including reclaiming land, building facilities and militarizing features. Beijing has been engaging in an extensive land reclamation activities in the South China Sea to the alarm of claimants and outside actors.
Russel said that U.S. Secretary of State John Kerry would push for progress on this front at the upcoming ASEAN Regional Forum, which will be held next month in Malaysia, this year’s chair of the Association of Southeast Asian Nations.
“He’ll push for progress. This is an important priority,” Russel said.
On the first peaceful path to resolving disputes – bilateral negotiations – Russel acknowledged it was challenging to pursue this course under the current atmosphere. While not directly mentioning China by name, he noted that “absolutist” statements by certain countries that their claims were “indisputable” made going down this path even more challenging.
But he also said that there were several cases in the region where this had worked, including between Indonesia and the Philippines, Malaysia and Singapore, and Bangladesh and Myanmar.
“Hey, it can be done,” Russel argued.
On the second path – arbitration – Russel specifically referenced the Philippines ongoing case against China at the United Nations Permanent Court of Arbitration at The Hague. He stressed that regardless of the outcome, both Beijing and Manila had to abide by the court’s legally binding decision as they were both signatories to the United Nations Convention on the Law of the Sea (UNCLOS).
“In keeping with the law, both China and the Philippines are obligated to follow the decision whether they like it or not,” Russel said.
In the meantime, Russel said that the United States would safeguard its own interests in various ways, including honoring its alliances and security commitments and aiding the development of effective regional organizations. This included taking steps such as investing in maritime domain awareness for coastal states and carrying out freedom of navigation operations in the South China Sea.
“We the United States are obligated to protect U.S. interests,” Russel said.
Summarizing the essence of the U.S. position on the South China Sea disputes, Russel reiterated that it was not about rocks but about rules for the Asia-Pacific region.
“It’s really not about the rocks and the shoals. It’s about rules. It’s about the kind of neighborhood we all want to live in,” he said.

In a This Day in History video, learn that on July 15, 1971, Richard Nixon stunned the nation by stating that he would visit communist China. Nixon was a product of the Cold War and spent his career bad-mouthing everything Red China did or said. But, Nixon wanted a second term and his polls were down; he hoped China would put pressure on their allies, the North Vietnamese, to end the war. Unfortunately, there was no immediate gain from the trip and the Vietnam War went on for another year and a half.
During a live television and radio broadcast, President Richard Nixon stuns the nation by announcing that he will visit communist China the following year. The statement marked a dramatic turning point in U.S.-China relations, as well as a major shift in American foreign policy.
Nixon was not always so eager to reach out to China. Since the Communists came to power in China in 1949, Nixon had been one of the most vociferous critics of American efforts to establish diplomatic relations with the Chinese. His political reputation was built on being strongly anti-communist, and he was a major figure in the post-World War II Red Scare, during which the U.S. government launched massive investigations into possible communist subversion in America.
By 1971, a number of factors pushed Nixon to reverse his stance on China. First and foremost was the Vietnam War. Two years after promising the American people “peace with honor,” Nixon was as entrenched in Vietnam as ever. His national security advisor, Henry Kissinger, saw a way out: Since China’s break with the Soviet Union in the mid-1960s, the Chinese were desperate for new allies and trade partners. Kissinger aimed to use the promise of closer relations and increased trade possibilities with China as a way to put increased pressure on North Vietnam–a Chinese ally–to reach an acceptable peace settlement. Also, more importantly in the long run, Kissinger thought the Chinese might become a powerful ally against the Soviet Union, America’s Cold War enemy. Kissinger called such foreign policy ‘realpolitik,’ or politics that favored dealing with other powerful nations in a practical manner rather than on the basis of political doctrine or ethics.
Nixon undertook his historic “journey for peace” in 1972, beginning a long and gradual process of normalizing relations between the People’s Republic of China and the United States. Though this move helped revive Nixon’s sagging popularity, and contributed to his win in the 1972 election, it did not produce the short-term results for which Kissinger had hoped. The Chinese seemed to have little influence on North Vietnam’s negotiating stance, and the Vietnam War continued to drag on until U.S. withdrawal in 1973. Further, the budding U.S.-China alliance had no measurable impact on U.S.-Soviet relations. But, Nixon’s visit did prove to be a watershed moment in American foreign policy–it paved the way for future U.S. presidents to apply the principle of realpolitik to their own international dealings.

Just like individuals, nations have history of their own during which national life experiences effects under the powerful influence of time. The tides of Time were in favor of Tibet during 1911 when Manchu China’s power declined. Unfortunately, the good times that Tibet witnessed from 1911 to 1950 abruptly ended when The Communist Party of China declared the birth of a new nation called People’s Republic of China on October 01, 1949. This new nation from her inception is evil-minded, and evil-hearted. Red China lost no time to openly declare her Imperialist and Expansionist Policy and attacked her weak neighbor with no sense of shame. Tibetans are resisting military occupation with Patience and Perseverance as their weapons. I am hopeful that Time’s powerful influence called ‘Healing Power’ will cure this terrible disease called Occupation giving Tibet a chance to recover, regrow, regenerate, renew, rejuvenate and revitalize the lives of millions of Tibetans experiencing pain, suffering, and misery.

Tibetans snuck into India dodging Chinese border guards to see their spiritual leader, the Dalai Lama, perform the 33rd Kalachakra for world peace in Shey, a tiny town nestled 3,400m-high in the Himalayas.
The massive religious teaching, said to empower tens of thousands of his disciples to attain enlightenment, is a significant event for Buddhists.
About 150,000 devotees from around the world are flocking to the northern Ladakh district in India-administered Kashmir, which shares an eastern border with Tibet. The Dalai Lama also reiterated his plea to Buddhists in Myanmar and Sri Lanka to halt violence against Muslims, in a speech to tens of thousands of devotees to mark his 79th birthday.
China reportedly deployed extra troops and cracked down on Tibetans travelling to attend the 12-day gathering that began on July 3. Despite this, several Tibetans told Al Jazeera that they crept over the border at night.
The Dalai Lama fled China in the 1959 Tibetan uprising against Chinese rule, settling in Dharamshala in northern India, where he set up the Tibetan government in exile. He has since held Kalachakras every few years or so around the world – from India to New York.
The Tibetan spiritual leader remains a point of tension between India and China. Just days before the Kalachakra, Chinese troops reportedly showed their might at a disputed border between Tibet and Ladakh, repeatedly entering territory both countries claim.
Ladakh(***)s first Kalachakra in 38 years saw hotels in the main town of Leh booked out, with followers bedding down in thousands of tents, empty government buildings and schools.
Ladakh Buddhist Association President Dr Tondup Tsewang told Al Jazeera that the Kalachakra was of great importance to the region, which is home to numerous Tibetan refugees.
Dr Tsewang, who keeps a tattered fabric badge from attending Ladakh(***)s first Kalachakra in 1976, said that the whole community was involved in the event.
Nearly 80,000 local Ladakhis, 15,000 Tibetans from around the world, 9000 monks and nuns, 5000 foreigners and numerous Indians attended the first day(***)s teaching.
Many Ladakhis came dressed in traditional clothes: voluminous woollen goncha robes clinched at the waist, dupatta silk scarfs and top hats.
Monks of all ages couldn’t(***) contain their excitement, running to get a seat in the Kalachakra ground on the bank of the River Indus after passing security.
A vast shade-cloth was erected to protect followers from the sun, while nine LCD TV screens broadcast the Dalai Lama around the Kalachakra ground.
The event was also live-streamed online via a camera above the stage and translated into 11 languages.
Local police and army were called in to help secure the event, managing traffic and controlling the crowd outside.
The Dalai Lama resigned as leader of the Tibetan Parliament-in-exile in 2011 and has spoken of his desire to retire one day.
It is expected that the Tibetan spiritual leader will confer another Kalachakra initiation next year when he turns 80.
The Dalai Lama has long been calling for Tibet to be given autonomy to preserve its culture and religion, rather than full independence from China.
The Chinese authorities regard the Dalai Lama as a separatist.
Kalachakra is a Buddhist process that empowers tens of thousands of his disciples to attain enlightenment.

The 80th birthday Monday of the Dalai Lama, Tibet’s spiritual leader, is an occasion to celebrate the life of an extraordinary individual. Since his flight from Tibet to India in 1959, the Dalai Lama has built religious, educational and political institutions to serve and unite the Tibetan community in exile. He has travelled the world to promote the Tibetan cause and expound the teachings of Tibetan Buddhism. And he has formulated a conciliatory “Middle Way Approach” to resolving the Sino-Tibetan conflict that respects China’s sovereignty and territorial integrity even as it seeks to preserve Tibet’s culture, religion and identity. These accomplishments, and the Dalai Lama’s infectious laugh and warmth, explain why he is such a beloved and respected figure throughout the world.
As joyful as the occasion of his 80th birthday is, however, it comes at a grim time for the Dalai Lama and the Tibetan freedom movement. The Chinese government has broken off negotiations on Tibet’s status, accusing the Dalai Lama of deceitfully trying to split China and of inciting the 2008 Lhasa uprising, charges that are offensive in addition to being entirely untrue. In April, it issued a white paper saying that talks would not be reopened until the Dalai Lama acknowledged that “Tibet has been an integral part of China since antiquity,” something he cannot agree to since it is contradicted by the historical record and overlooks the fact that Communist China invaded Tibet and illegally annexed it in 1959.
Having rejected compromise and dialogue as the way to end Tibetan resistance to its rule, the Chinese government has opted for harsh repression, forced assimilation and the systematic effort to destroy the Tibetan religion, language and distinct national identity. Tibet has been flooded with Han Chinese settlers; monasteries have been placed under direct government control; writers have been arrested and tortured; and more than 2 million nomads have been forcibly resettled in urban areas, destroying their traditional way of life and disrupting the fragile ecosystem of the Tibet Plateau.
In response to these and other harsh measures, which the Dalai Lama has called “cultural genocide,” more than 140 Tibetans have immolated themselves in desperate protest against Chinese oppression. This further enraged the regime, which called upon local security forces to “smash disorder, in order to maintain general harmony and stability.” But as 29 dissident Chinese intellectuals said in a call for dialogue with the Dalai Lama, “A country that wishes to avoid the partition of its territory must first avoid divisions among its nationalities.”
With the Dalai Lama turning 80, a contest is already developing over his succession. In Tibetan Buddhism, reincarnation is a fundamental tenet, and only the Dalai Lama has the authority to choose whether and through whom he will reincarnate. Yet Beijing has already approved guidelines giving the communist government control of the process. This contest takes place against the background of Chinese authorities having kidnapped in 1995 the 6-year-old boy identified by the Dalai Lama as the incarnation of the Panchen Lama, the second most important figure in Tibetan Buddhism, and replaced him with another boy.
The fact that the Chinese-imposed Panchen Lama continues to be categorically rejected by Tibetans should indicate how inflammatory it would be if Beijing tried to impose its choice for the next Dalai Lama. But that’s exactly what it intends to do, except that the Dalai Lama has hinted that he might not reincarnate at all. Zhu Weigun, a top Communist Party official dealing with Tibet, angrily called the Dalai Lama’s statement “a betrayal” of Tibetan Buddhism and accused him of taking “a frivolous attitude toward his own succession.” Such shameless impudence by a spokesman for an atheistic party would be laughable were his words not the official policy of the Chinese government.
The Dalai Lama has said that he will consult with the high Lamas of Tibetan Buddhism, as well as with the Tibetan public and other concerned people, before taking a decision on “whether the institution of the Dalai Lama should continue or not.” These words reflect a spirit of democratic inclusiveness that has characterized his leadership, including his decision to devolve political authority to a democratically elected exile government.
It is ironic that at a time of democratic malaise in the West, this “simple Buddhist monk,” as he calls himself, from a remote non-Western civilization has emerged as a fervent defender of democratic values and arguably the world’s leading exponent of nonviolence and religious freedom.
As we celebrate the Dalai Lama’s 80th birthday, let us remember the suffering of the Tibetan people and pray that it will come to an end.
