On August 22, 1996, US President Bill Clinton (Democrat) signed into Law that reintroduced Slavery, Involuntary Servitude, Serfdom and Forced Labor in the pretext of making ‘A New Beginning’. Welfare Reform Act or Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) is unjust and unfair for it violates Constitutional Law that defends natural rights of all people living in United States. All US taxpayers must be treated as equals for receiving retirement income benefits for which they paid taxes. President Clinton’s action constitutes a transgression of President Abraham Lincoln’s Emancipation Proclamation that saved US Non-Citizens or Aliens from the indignity of Slavery.

US Congress must do the Right thing to Save America from The Clinton Curse, The Economic Disaster of 1996 to 2025.

I ask my readers to review 43-word 13th Amendment and tell me if those words still govern, rule, and operate the lives of all people, wage earners who perform labor paying taxes.

My readers should not be surprised if I describe the US Congress as “Slave Driver.” The reason for my claim is based on PRWORA enacted by the US Congress in 1996 that amended The US Social Security Act of 1935. This legal provision enacted by 104th US Congress is incorporated as Section 202(y) of the Social Security Act. It mandates that no Retirement Income benefits shall be payable to registered alien (non-citizen) taxpayers in the United States without showing proof of lawful residency as determined by the Attorney General. In my view, such proof must not be demanded if a worker has attained full retirement age as determined by law.

Social Security Act, Section 202(y) violates the principle enshrined in those 43 words called the 13th Amendment. This 1996 amendment to the Social Security Act is fundamentally flawed for it is unconstitutional. It takes away the property rights (earnings, wages, and retirement income) of individuals who paid Federal, State, Local, Social Security and Medicare Taxes working in this country to attain the full retirement age.

The Emancipation Proclamation issued by President Abraham Lincoln (Republican) in September 1862 came into effect on January 01, 1863 freeing slaves in all territory still at War with the Union. These slaves were not citizens of the Land and had no political rights of their own. In Law, Servitude or Slavery refers to the burden imposed upon the property of a person by a specified right another has in its use. Servitude involves labor in which the person who performs labor has no right to his earnings from labor. The Emancipation Proclamation specifically protects, defends, preserves and safeguards rights of aliens or non-citizens residing in the United States.

The amended Social Security Act unconstitutionally gives power to Social Security Administration to withhold the property (wages, earnings, monthly retirement income benefits) of alien workers who are not convicted by US Court of Law. In my analysis, The Social Security Act of 1935 amended in 1996 fails to uphold the US Constitution as the Supreme Law of this Land.

I ask my readers to make the distinction between Social Security Tax and Monthly Retirement Benefit. The first represents tax paid to the government and the second represents earning or wage entitled to a retired person to provide income and security during old age.

At the Headquarters Establishment No. 22 also known as Special Frontier Force, I served to defend the Human Rights of men who are neither citizens nor refugees of the United States which employed us. For that reason, I examine the Human Rights of workers who work in the United States without being citizens or refugees.

The most important characteristic of Labor is that it consumes time while the man performing Labor experiences the relentless aging process without any concern for his nationality status. Providing income security in Old Age is a humanitarian concern for it defends the human dignity of all people who suffer from the inevitable consequences of the eternal Law of Aging.

Having served the US exposing my life to extreme risk of premature death, I must expose ‘The Clinton Curse’ that endangers the lives of all the US residents irrespective of their Nationality Status.

One of the biggest misconceptions about undocumented immigrants is that they don’t pay any taxes. In his first address to Congress, President Trump set the tone for his coming immigration agenda when he said immigration costs US taxpayers “billions of dollars a year.”

A 2017 Gallup poll that asked survey respondents “whether immigrants to the United States are making the [tax] situation in the country better or worse” found that 41 percent said, “worse,” while only 23 percent said “better” (33 percent said they had “no effect”).

The reality is far different. Immigrants who are authorized to work in the United States pay the same taxes as US citizens. And, contrary to the persistent myth, undocumented immigrants do in fact pay taxes too. Millions of undocumented immigrants file tax returns each year, and they are paying taxes for benefits they can’t even use.

The best estimates come from research by the Institute of Taxation and Economic Policy, a Washington, DC, think tank, which suggests that about half of undocumented workers in the United States file income tax returns. The most recent IRS data, from 2015, shows that the agency received 4.4 million income tax returns from workers who don’t have Social Security numbers, which includes a large number of undocumented immigrants. That year, they paid $23.6 billion in income taxes.

· Those undocumented workers paid taxes for benefits they can’t even use, like Social Security and Medicare. They also aren’t eligible for benefits like the earned income tax credit. But the IRS still expects unauthorized immigrants to file their taxes, and many of them do so.

Filing taxes helps immigrants create a paper trail to show when they entered the country and how long they’ve been contributing tax dollars. Many are hoping it will help them get legal status one day. That has happened in past reform efforts, and one of the first requirements is usually to prove that a person has been paying taxes. That was the case for the undocumented youth granted temporary work permits under President Obama’s deportation relief program, known as DACA.

· So, despite all the political rhetoric, undocumented immigrants are not a drain or burden on the government.

How unauthorized immigrants pay their taxes

In April 2017, I visited Casa de Maryland in Rockville, Maryland, which hosts two federally subsidized centers where low-income workers can file their taxes for free. That year, they had helped about 200 undocumented immigrants file their taxes, and many were waiting in line with their paperwork when I stopped by.

I watched tax preparer Earvin Gonzalez go through the process of helping undocumented immigrants file their taxes. Maria, whose last name is being withheld because of her immigration status, handed him a folder with tax documents from two jobs. Her W-2 showed that a housecleaning company paid her $17,288 in 2015.

As Gonzalez filled out her information in a computer software program, a green box popped up on the computer screen: “Taxpayer’s Social Security number is not valid.”

· That wasn’t a surprise. The 36-year-old woman from El Salvador is undocumented, and she told me that she made up the Social Security number on the W-2 form because she doesn’t have one. Her employer never asked for identification to verify it, she says. Instead, she has an Individual Taxpayer Identification Number (ITIN), created by the IRS in 1996 so people who aren’t allowed to work in the United States could still file taxes on any income they earned. (The IRS does not share ITIN information with immigration authorities.)

Maria said she applied for an ITIN number shortly after arriving illegally in the United States from El Salvador in 2009. People told her that having a record of paying taxes would help her with her case to gain legal status if immigration reform happened.

Comprehensive immigration reform failed in Congress, but Maria is still paying her taxes every year. “I think it’s important, and all my relatives pay their taxes too,” she told me.

· Last year, her tax documents also included two 1099 forms, for her second job as a contractor.

“What kind of jobs were these?” Gonzalez asked her in Spanish.

“After cleaning houses, I would go lay concrete in parking lots,” she said.

Those two jobs brought in a total of $24,845 last year, and Maria still needed to pay taxes on that income. Gonzalez entered some deductions, such as the $1,500 she spent on equipment to pour and level concrete and the 12,000 miles she drove between job sites. Maria, who is a single mom, claimed two dependents: her 16-year-old son and 13-year-old daughter. With her ITIN number, she was able to claim child tax credits, but not the earned income tax credit, the major federal tax credit for low-income working families.

· In the end, Maria owed $1,131 in income taxes to the state of Maryland and $775 to the federal government. She said she had some money saved up because she knew she would have a tax bill at the end of the year from the contracting jobs. But she said she will probably get on a payment plan with the IRS. If Maria had qualified for the earned income tax credit, her tax bill would probably have been about $500 lower.

Unauthorized immigrants boost funding for the Social Security system

It’s true that not all undocumented immigrants pay federal income taxes, because the government has no way to keep track of their under-the-table earnings. The IRS can withhold taxes from those hired with fake Social Security numbers, but workers who get paid in cash could simply choose not to report it, unless they voluntarily file a return with an ITIN number.

Still, all undocumented workers fund public schools and local government services by paying sales and property taxes like everyone else. The Institute on Taxation and Economic Policy estimates that they pay about $11.7 billion a year in state and local taxes.

And workers who get a paycheck, like Maria, still have payroll taxes for Medicare and Social Security withheld from their paycheck, even if they put a fake Social Security number on their W-2 form. The IRS estimates that unauthorized workers pay about $9 billion in payroll taxes annually.

In Maria’s case, the W-2 form showed that she paid $1,072 into Social Security and $251 into Medicare, two social safety net programs she may never benefit from.

A portion of the payroll tax withheld from undocumented immigrants — like all workers — goes to the retirement trust fund at the Social Security Administration. In 2013, the agency reviewed how much money undocumented workers contributed to the retirement trust fund. The number was astonishing: $13 billion in one year.

The chief actuary of the Social Security Administration, Stephen Goss, estimates that about 1.8 million immigrants were working with fake or stolen Social Security cards in 2010, and he expects that number to reach 3.4 million by 2040.

“We estimate that earnings by unauthorized immigrants result in a net positive effect on Social Security financial status generally,” Goss concluded in the 2013 review.

These numbers are a stark contrast to the often repeated rhetoric that undocumented immigrants are a drain on the US economy. Even most Americans seem to think so — in a 2014 Reuters poll, 63 percent of people surveyed said they believe undocumented immigrants burdened the economy.

Emiliano, a 57-year-old undocumented day laborer from Honduras, told me that he knows many people assume he doesn’t pay his taxes. He doesn’t care. He just hopes one day it will help him get legal status.

When I told him the chances don’t look good under the Trump administration, he shrugged.

“You have to have hope in something,” he said.

The photo image shown in movie TE3N in June 2016 was from photo image of February 1972 that was taken after my posting to Doom Dooma, Tinsukia District, Assam. 3. As a survivor of childhood abduction, the theme of movie TE3N is of great interest to me for it involves the suspense associated with the effort to find the child abductor.

The Fifth Army – The Untold Story from the Chittagong Hill Tracts: In 1971, Special Frontier Force initiated Liberation of Bangladesh with military action in the Chittagong Hill Tracts with Battle Plan Code-named Operation Eagle. This Operation is not governed by Army Act 1950.

My Past is not Dead for I survived my childhood abduction. My Past is not even Past for it just resurfaced in Kolkata.

This Movie takes me back to Kolkata which I visited for the first time in my life when I sailed from Chittagong Harbor on Saturday, January 22, 1972  to arrive at Kidderpore(?) Docks in Calcutta on Tuesday, 25 January, 1972 still wearing the badges of rank of a Lieutenant in spite of my promotion to the rank of Captain on July 26, 1971. After disembarking at Kolkata port, there were no formalities, and we quickly proceeded to military vehicles that were waiting to take us to Howrah Railway Station, the oldest railway station in India. I received information that the Train is not ready to depart giving me several hours to spend in Kolkata.

I took a ride in Cycle Rickshaw to reach Purna Das Road, Gariahat, via Rash Behari Avenue after crossing Howrah Bridge for the first time in my life. My eldest brother lived in Gariahat and was working in Hindustan Lever Company (Unilever of India) factory famous for its Lipton Tea. It was a long road journey but the ride was pleasant. Myself and my brother walked over to my uncle’s house for he lived in the same neighborhood. My uncle served in Indian Airlines as a Pilot. I returned to Howrah Station using the City Bus Service to continue my train journey to Dehradun.

I never expected that I would serve in Assam – North East Frontier Agency (NEFA) or Arunachal Pradesh or D Sector (Delta Sector) of Special Frontier Force. I was keen to visit Leh, Ladakh or A Sector (Alpha Sector) of Special Frontier Force. In my debriefing interview held in January 1972, I expressed my desire to serve in Ladakh Sector and eventually visit the entire Himalayan Frontier from West to East. Ignoring my desire to be dispatched to Ladakh or “Alpha Sector”, Special Frontier Force Headquarters in New Delhi decided to post me to Assam/NEFA or “Delta Sector.” To my surprise, I took a flight provided by Aviation Research Centre (ARC) at Sarsawa Airfield to reach Doom Dooma town, a name I never heard before. However, it is famous for its Tea Gardens and it seems Hindustan Lever had a large factory to process tea leaves. I had no time to visit that place. But, my camp is surrounded by Tea estate with plenty of Orange trees used to provide cover apart from fruits. It was again, a pleasant surprise as they used to sell us fresh fruit across our barbed wire fence. We used to buy bucketfuls of fresh oranges for our Officers Mess as they were so cheap. As water in that area is not very good, we used to drink freshly squeezed orange juice all the time. We used to visit Tea plantations where lot of friends known to my Unit Officers worked as managers. Many of them served in Army or Police before.

The Fifth Army – The Untold Story from the Chittagong Hill Tracts. I joined the Indian Army Medical Corps in the rank of Lieutenant and was issued an Army Photo ID at AMC Centre, Lucknow. On July 26, 1971, I was promoted to the rank of Captain and as my Unit could not verify the Gazette of India Notification, I continued to wear the badges of rank of a Lieutenant until February 1972. The Passport photo with the badges of rank of Captain for the above Army Photo ID was taken in a photo studio in Doom Dooma, Tinsukia District, Assam.

My picture image that appears in TE3N Movie was taken in a photo studio at Doom Dooma and I still have two copies of the same. I lost that Picture ID Card when my belongings (suitcase) got stolen. This is the only photo image of my Army ID that still lives today and I have not saved copies of others.

In this picture, I have no medal ribbons to display. The medals for participation in the India-Pakistan War of 1971 had arrived later.

It surprises me to find Bollywood Movie ‘TE3N’ includes a scene in which my Indian Army Photo ID picture is revealed. This Army ID along with my army uniform and other belongings contained in a black leather suitcase that I purchased in Kaptai of Bangladesh during 1971 Liberation War got stolen at Cuttack railway station while I was traveling to Tinsukia, after my 1972 annual leave at Rajahmundry. I tried to contact a person who was proceeding to the Aviation Research Centre (ARC), Charbatia Air Base which was a clear mistake I made.

Whole Facts – Bollywood Movie TE3N relates to Three interesting Facts of my Life Journey. My Indian Army Picture ID Card was stolen at Cuttack Railway Station as I got distracted by making an attempt to contact a person proceeding to Aviation Research Centre (ARC), Air Base at Charbatia.

I lodged a complaint with Cuttack Railway Police and could not get immediate assistance from duty Police Constable. For I missed my train journey to Tinsukia, Assam, I was left with no alternative and had to call the Aviation Reserach Centre (ARC), Charbatia to provide me with assistance to travel to Doom Dooma Air Base. ARC Charbatia provided me with immediate assistance and provided air lift to reach Doom Dooma Air Field. For the loss of my Indian Army Picture ID Card in 1972, my Commandant at Head Quarters Establishment 22 at Chakrata punished me on January 10, 1973 with an official, verbal Reprimand that entered into my Service Record in ‘Blue Ink’. This disciplinary action taken on January 10, 1973 lives in my memory for it also revealed the problem of Espionage at Chakrata that ultimately impacted my career in Indian Army.

In recent months, when I reviewed that theft, it aroused a suspicion of some unknown enemy agent who may have stolen my Army Photo ID Card at Cuttack Railway Station as I got distracted by my desire to find a person who was proceeding to Charbatia and was in the same train that I was traveling. Since TE3N movie is entirely shot in Kolkata, the stolen Army ID Card may have resurfaced in Kolkata to get included with three other photo images in a scene imaginatively created by the Movie Director. I will be happy to recover my Army Picture ID Card if the film company found it in Kolkata. I have noticed increased site visits to my blog post in which I included this photo, and now I think this movie released on June 10, 2016 could be the reason.

General Sujan Singh Uban had narrated his story in his book titled ‘The Phantoms of Chittagong : The Fifth Army in Bangladesh.

Lieutenant Governor of Andaman & Nicobar Islands (December 1985 to December 1989) – Lieutenant General TS Oberoi, PVSM, VrC., former General Officer Commanding-in-Chief, Headquarters Southern Command, Pune, former Inspector General, Special Frontier Force, former Commandant, Headquarters Establishment No. 22. He is the tall person in this photo wearing dark brown turban. I knew him since 1971. Under his able leadership, the Liberation of Bangladesh had commenced in the year 1971 during the Indo-Pak War.Apart from his military wisdom, he took a good care of all men under his Command. While I was proceeding to the Chittagong Hill Tracts, he had individually greeted all the members of my team and had delayed the departure of aircraft to ensure that a hot breakfast was served to all the men boarding the aircraft. He paid personal attention to all the aspects of the military mission to ensure the wellbeing of men apart from achieving success in accomplishing the military task. In the history of Indian Army Medical Corps for the first time during 1971 I had provided the services of a Medical Officer, a Nursing Assistant, and an Ambulance Assistant.
I was trained in the use of a 9 mm SMG or Sten Gun. I had chosen to march into enemy territory without my personal weapon to defend myself. I did not throw away my weapon and I did not surrender my weapon to the enemy which are crimes under law. War is a team effort. My contribution to this team effort is not based upon firing bullets from my Sten Gun. I had totally discarded any concerns about my personal safety and worked for the success of the team. I have shown Courage by not carrying this Sten Gun and in following my team like a shadow and confronting the enemy as a Team.
The Indo-Pak War of 1971 and the Birth of Bangladesh are very significant achievements of Prime Minister Indira Gandhi. As I was then serving in an Establishment under the Cabinet Secretariat, I had direct and personal understanding of her Foreign Policy Initiatives. She had personally approved the ‘Fifth Army’s military Operation in Chittagong Hill Tracts. In the conduct of this War, we had faced a very critical moment and it needed her personal intervention and a decision that she alone could make. I rendered my services and had overcome the challenge posed by that critical situation. The importance of this situation could be understood as it needed an intervention from the Prime Minister. I am now asking the Government of India to recognize my GALLANT response in enemy’s territory without any concern for my personal safety.

I am pleased to claim that I had established an entirely new record in providing medical support to the battle wounded in an operational area of Chittagong Hill Tracts during Operation Eagle 1971, Liberation War of Bangladesh. To provide medical support to the battle casualties, I reached the casualties at the enemy post that we had just captured. I was the only Army Medical Corps person on the ground. We had no stretchers, blankets, and resuscitation fluids. The casualties could not be airlifted as per the prior Medical Evacuation Plan. The men felt outraged. I comforted them with my assurance that I would accompany them to the nearest helipad that was located over forty miles away at the  Border Security Force outpost of Bonapansuria near the border in the Indian Mizo Hills. The men prepared improvised stretchers. We had no Infantry Officer to accompany us. A party of about 65 men, a Bangla Refugee as a guide, carried all the battle casualties in stretchers and had camped overnight in the forest and had reached the helipad at Bonapansuria the next day morning. I had acted as the Medical Officer, the Nursing Assistant, and an Ambulance Assistant for the battle wounded during this foot journey through the difficult hilly and forest terrain. My patients reached the Field Hospital in Lungleh in very good spirits and in a stable condition in spite of being critically wounded.

The sense of resolve, determination, and confidence with which I had accompanied my patients and had performed a foot journey walking over forty miles through the forests of Chittagong Hill Tracts during Operation Eagle 1971 had given the sense of comfort and reassurance the men needed to boost up their morale. In the medical evacuation of battle casualties from the battle field, Army Medical Corps typically uses several Nursing Assistants and Ambulance Assistants who perform a variety of tasks. I had the unique privilege to perform their duties for I have a true sense of appreciation for the valuable services they render in providing patient care and comfort. I had actually self-learned the tasks they perform and knew it would be of a great value and an asset for my success as a Medical officer of Indian Army.

The term ‘intelligence’ is used to describe government operations that involve evaluation of information concerning the strength, activities, and probable course of action of its opponents. Espionage involves the gathering of ‘intelligence’ information which is further used in evaluation to design a political or a military course of action to deter the enemy. Radug Ngawang had exposed his participation in espionage by releasing the following photo images that were taken at Establishment No. 22/Special Frontier Force during 1971-1975 prior to his dismissal from Service in 1976. He clearly understands that the possession of these images is illegal and he is fully aware of the fact that the people shown in the images had no clue that they were being secretly photographed and did not know that the photo images will be released without official permission.

To obtain knowledge of the enemy’s intentions intelligence systems have been in use from ancient times. The concept of intelligence is not new. The military treatise “PING-FA” (The Art of War) written c. 400 BC by the Chinese philosopher Sun-Tzu mentions the use of secret agents and the importance of good intelligence. The intelligence service of the People’s Republic of China is known as the Social Affairs Department. The term espionage describes the process of obtaining information using spies, secret agents, and involves the use of illegal monitoring devices. At Vikas Regiment, Establishment 22 or Special Frontier Force the evidence for espionage conducted by the People’s Republic of China is revealed by the photo images obtained by spies and secret agents. After an investigation, the Department of Security of Central Tibetan Administration had dismissed from Service its top military leader/Political Leader/Dapon Radug (or Ratuk) Ngawang during 1976. Another Senior Political Leader Jamba Kalden had voluntarily retired from Service during 1977 after admitting that he had failed to stop or prevent the acts of espionage. It is very interesting to mention that Dapon Ratuk Ngawang had actually escorted His Holiness the 14th Dalai Lama on his way to India after the failed National Uprising Day (March 10, 1959 ) in Lhasa, Tibet. Ratuk Ngawang, is currently 85-years old (in 2013, the original date of this article), is not formally charged for any crime or illegal activity by the Government of India or Tibetan Government-in-Exile. After his retirement, he was permitted to live in India in the Capital City of New Delhi and he draws a modest amount of pension for the years he spent in Service. I worked with him at Establishment 22/Special Frontier Force from September 1971 to December 1974. His wife was in charge of the camp where we trained the female paratroopers of SFF. She released some of the prohibited, illegal photo images captured by the enemy agents sheltered by Ratuk Ngawang. I am fully convinced that he supported espionage activity at my military organization. It is not surprising to find Communist China is always ahead of the combined Intelligence Gathering Mission of the United States, India and Tibet.

During January 1974, there was an attempt on my life at the Military Hospital Wing, Chakrata. This type of Charcoal burner was placed in my duty room in an attempt to poison me. I suspect the involvement of Political Leader Ratuk Ngawang and his wife who could have used a Tibetan female nurse to place this burner in the small duty room.

Special Frontier Force-The Problem of Espionage: For the first time in the history of our military pact and alliance with Tibet, His Holiness the 14th Dalai Lama, the Head of Tibetan Government-in-exile had accepted our invitation to visit Establishment No. 22. This was entirely a private visit and it was kept as a ‘top secret’. Photography during this visit on June 03, 1972 was strictly forbidden. However, Political Leader Ratuk Ngawang had a copy of this photo and he had shared the same with a news reporter who had interviewed him at his house in New Delhi several years after his dismissal from Service during 1976. Senior Political Leader Jamba Kalden had become a victim of this espionage and had to retire from Service for he had failed to prevent this crime.

However, during 1971-72 he had to make an exception as he had granted his permission to train his men by allowing their participation in the Liberation War of Bangladesh 1971. I participated in this military action known as ‘Operation Eagle’. In an attempt to stall this military operation, Dr. Henry Alfred Kissinger, the US Secretary of State had personally urged China’s Prime Minister Zhou Enlai to attack India across the Himalayan frontier(North East Frontier Agency-NEFA-Arunachal Pradesh). China did not comply with that request as China gave a high priority to secure the defeat of the US Army in Vietnam.

I was informed about the death of this spy on January 10, 1973. I do not know the exact date of death. The body was cremated according to Buddhist rites and the cause of death was not confirmed by an autopsy. Indian Intelligence Bureau official had expressed his sense of indignation and was totally dismayed by the attitude of Political Leader Ratuk Ngawang who had failed to deliver the spy to Indian Intelligence Bureau for their interrogation and investigation of the problem of espionage. The fact that this photo image exists is the clearest evidence of the Chinese espionage at Establishment No. 22-Special Frontier Force.

While I served in Special Frontier Force-Establishment No. 22 from September 1971 to December 1974, I interacted with Political leader Ratuk Ngawang on numerous occasions during our routine training activities. I never had the opportunity to medically examine him or interview him at my Medical Inspection Room/Hospital Wing of Establishment No. 22. I am not surprised to know about his dismissal from Service during 1976 after the Tibetan Government-in-Exile had decided not to frame any charges against him. I have no doubt in my mind that he is not fit to be a member of the Tibetan Resistance Movement. He lost his desire to resist the Enemy.

In the Indian traditions of my Telugu or Andhra Family, such a framed portrait seen mounted on a wall in a living room is often used to show respect to a deceased person. TE3N Movie used my stolen Indian Army Picture ID photo image to prepare this framed portrait in a manner to indirectly claim the death of the person shown in the image. It is reasonable to assume that TE3N Movie Producer and Director have counted me among War Dead while knowing that I am a living person. In other words, the display of a portrait of a living person on a wall implies a non-verbal death threat or death wish.

I returned to Chakrata, India during the last week of January 1972 after the successful conclusion of Operation Eagle that initiated the Liberation of Bangladesh with military action in the Chittagong Hill Tracts. During February 1972, I had the opportunity to take part in the training of a National Security Force (Jatiyo Rakkhi Bahini) whose mission was very clear from the beginning. There was an utter sense of urgency and earnestness to defend the personal life of Bangabandhu Bangladesh Prime Minister Sheikh Mujibur Rahman as our intelligence information discovered a plot getting brewed by a few Bangladesh Army Officers who were not satisfied with Bangabandhu’s vision for a modern, democratic nation of Bangladesh. In February 1972, the training of the National Defence Force (Jatiyo Rakkhi Bahini) commenced in Establishment 22, near Chakrata. I have direct personal insight of the training of Mujib Bahini before the 1971 War and of JRB in 1972 after the War.

Indira Gandhi’s paramount concern at that moment of time was figuring out how to get Bangladesh leader Sheikh Mujibur Rahman back to his country alive and well.
She was prepared to pay any price to save his life. This much the prime minister confided to at least one member of her so called ‘kitchen Cabinet’. That person was Ram Nath Kao.the RAW chief.

Bangabandhu, Father of the Nation, Bangladesh Prime Minister Sheikh Mujibur Rahman had twice ignored India’s alert against the bloody putsch, saying the plotters were his “own children” who will not harm him.

Over seven months before the ‘Bangabandhu’ was assassinated along with most of his family members in the August 15, 1975 carnage, a former top Research and Analysis Wing (RAW) official had met him here to warn him against the conspirators.

“These are my own children and they will not harm me,” the Bangladesh leader had told Rameshwar Nath Kao, founder of the India’s external intelligence agency, who meet him in December, 1974 with the approval of the then Indian Prime Minister Mrs. Indira Gandhi.

Referring to the book “Inside R&AW” by Asoka Raina, the report said Rahman had dismissed the concern with a wave of his hand. Kao did not argue but said the Indian information was reliable and he would send him more details of the plot.

He subsequently sent a senior RAW officer to Dhaka in March, 1975 who gave Rahman exact details of the units and ranks of the serving and dismissed officers who were hatching the plot to overthrow his post-independence government.

“But again, he (Bangabandhu) was not convinced,” it said.

In my analysis, India had prior information of the assassination plot. India diligently shared the intelligence information with Bangladesh Prime Minister. The choice to act upon the intelligence information was entirely left in the hands of Bangladesh Prime Minister. Indian Prime Minister Mrs. Indira Gandhi took utmost care to get his release from the military prison in West Pakistan and played a critical role to avoid the death sentence imposed on him. At the same time, India treated the new independent nation with grace and respect giving Bangladesh to discover its own destiny without external influence.

Jatiyo Rakkhi Bahini (JRB) – from law enforcers to Sheikh Mujib’s private army

Sheikh Mujib’s hatred for all things military

Sheikh Mujib had an understandable hatred for all things military. He had suffered grievously at the hands of Pakistan’s two military dictators, Field Marshall Ayub Khan and General Yahya Khan. Ayub had arrested Sheikh Mujib on 7 October 1958, the day he seized power. During the next 10-and-half-years of Ayub’s dictatorship Sheikh Mujib had been jailed for long periods in solitary confinement. Then in 1968, while once more in detention for political activity, he was made the principle accused in the notorious Agartala Conspiracy trial in Dhaka. The charge conspiring with India for the secession of East Pakistan. It was a capital offence and Mujib only escaped the gallows because a countryside upsurge against Ayub in 1968 forced him to drop the charges and bring Mujib to the conference table.

While a prisoner of General Yahya Khan in 1971 during the Bangladesh independence struggle, Sheikh Mujib had had an even closer brush with death. According to Sheikh Mujib, he had been tried by a military court and found guilty of treason and sedition. He was to be executed on 15 December 1971, a day before Pakistan surrendered to Bangladesh in Dhaka. Fortunately for him the ceasefire was ordered that night and he was smuggled away to safety by the prison jailor.

Sheikh Mujib carried his hatred of the army with him to the grave. This attitude was shared by his ministers and other senior Awami Leaguers who had also escaped death at the hands of the Pakistan army in 1971.To their [senior Awami Leaguers] basic hostility of things military was added, after independence, the fear that the Bangladesh army might try to supplant them. This anxiety was grounded in the fact that the Bengali military men had been in the thick of the fighting during the independence movement while the Awami Leaguers stayed safely in Calcutta out of the line of fire. As such it would have been understandable if the army men with the other freedom fighters had insisted on positions of influence in the new state. The army as an institution at least did not make this demand. It was content to let Mujib rule and in the first two years of independence gave him loyalty and support.

Mujib and his ministers, however, from the very start deliberately emasculated [made efforts to weaken] the role of the Defence Forces. Before he was one month in office Mujib took the first step in this direction by signing a 25 year Treaty of Friendship and Mutual Assistance with India. The Indian army had helped to create Bangladesh and it was to India that Mujib now looked to protect it from external aggression. The treaty thus obviated the need for an effective fighting force and the country’s defence establishment was reduced to a police-keeping and largely ceremonial role.I don’t want to create another monster like the one we had in Pakistan.

Nevertheless, in independent Bangladesh Prime Minister Sheikh Mujib took initiatives to establish military academies for building skilled and ideal armed forces in the country. He inaugurated the Military Academy in Comilla Cantonment in 1974. However, with the administration of the country at its infancy and his personal dislike for all things military, Sheikh Mujib remained reluctant to dispense too much power to the army and maintained a cautious approach throughout his reign.When you play with gentlemen, you play like a gentleman. But when you play with bastards, make sure you play like a bigger bastard. Otherwise you will lose. Don’t forget I have had good teachers.

Creation of JRB

In early 1972, the government announced the formation of an elite paramilitary force named the Jatiyo Rakkhi Bahini (National Defence Force), or JRB for short. The Jatiyo Rakkhi Bahini Order, 1972 (President’s Order no. 21 of 1972) was promulgated on 7 March 1972 – on the first anniversary of Sheikh Mujib’s famous Ebarer Sangram speech – with a retroactive effect from 1 February 1972.

The idea for the JRB is believed to have resulted from a discussion between the top leaders of Mujib Bahini (also known as Bangladesh Liberation Force or BLF) and Sheikh Mujibur Rahman. The leaders made Sheikh Mujib realise that the fruit of the labour during the independence war could be undone by anti-revolutionary forces within the young volatile nation. It was a view also shared by Tajuddin Ahmad. He advised Sheikh Mujib that the 100,000 trained and armed common people that had participated as muktijuddhas (freedom fighters) during the Swadhinata Juddho (Independence War) should come under national service and a paramilitary force should be formed for them.

Sheikh Mujib was also aware of the growing threat of coup from the military. To combat these, Sheikh Mujib formed the new elite force to provide security for the people after initially rejecting the idea. The task force was formed without any consultation in the cabinet.

So about 110,000 government certified freedom fighters, at the very outset of the independence, felt ignored and excluded from the reconstruction of the new country. Though Sheikh Mujib offered the freedom fighters to join the armed forces, only 8,000 turned up – mostly young Mujib Bahini members and other loyal cadres – and they were absorbed in the Jatiyo Rakkhi Bahini.

Jatiyo Rakkhi Bahini was actively deployed just after the Indian Army left Bangladesh on 17 March 1972. The force was trained and brought up by Indian Major General Sujan Singh Uban from Research and Analysis Wing (RAW) as per the request of Sheikh Mujibur Rahman. General Uban, had also trained the Mujib Bahini in India during the 1971 Bangladesh Liberation War and accompanied Sheikh Moni to Bangladesh.

The basic training of the force was not provided by the Bangladesh Army but instead given in India, by Indian Army. Any additional special training were also provided by India in the Indian Military Academy of Dehradun. The JRB troops were armed with Indian assault rifles, heavy machine guns, steel helmet, and leather boots. Jeeps and trucks were imported from India and their olive green-coloured uniform was similar to that of the Border Security Force 66 of the Indian Army.

The JRB was led by Brigadier General A. N. M. Nuruzzaman who was appointed as the Director General while Major Anwarul Alam Shahid (Training), Lieutenant Colonel Abul Hasan Khan (Administration), Lieutenant Colonel Sarwar (Operations), Lieutenant Colonel Sabihuddin (Signals) and Lieutenant Colonel Azizul Islam (Zonal Head Quarter of Chittagong) were his five deputies.

Brigadier Nuruzzaman was a Sector 3 (Brahmanbaria and parts of Sylhet) Commander during 1971 Liberation War.The raising of a new paramilitary force, JRB having exclusive allegiance to Sheikh Mujib proved morally and politically disastrous. JRB became the target of anti-Mujib campaign.

At the height of its influence in 1975 JRB was 25,000 member strong and plans were put in place for it to grow to an astronomical 130,000 by the end of 1980 – that’s more than the number of muktijuddhas who fought in the Swadhinata Juddho. These troops would have been distributed to every district under the authority of the 60 District Governors. To finance this force, Sheikh Mujib used the major part of the 13% of public expenditures allocated to defence, and recruitment of new soldiers in the army was almost stopped. When the Rakkhi Bahini was raised to 25,000 men with basic military training and modern automatic weapons, the discontent amongst some army men turned into antagonism. All these discrimination created rift between the two forces.The Jatiyo Rakkhi Bahini, which roughly translated means National Security Force, was an elite para-military force whose members had to take oaths of personal loyalty to Bangabandhu Sheikh Mujibur Rahman.

US starts fiscal year with record $31 trillion in debt

WASHINGTON (AP) — The nation’s gross national debt has surpassed $31 trillion, according to a U.S. Treasury report released Tuesday that logs America’s daily finances. 

Edging closer to the statutory ceiling of roughly $31.4 trillion — an artificial cap Congress placed on the U.S. government’s ability to borrow — the debt numbers hit an already tenuous economy facing high inflation, rising interest rates and a strong U.S. dollar. 

And while President Joe Biden has touted his administration’s deficit reduction efforts this year and recently signed the so-called Inflation Reduction Act, which attempts to tame 40-year high price increases caused by a variety of economic factors, economists say the latest debt numbers are a cause for concern. 

Owen Zidar, a Princeton economist, said rising interest rates will exacerbate the nation’s growing debt issues and make the debt itself more costly. The Federal Reserve has raised rates several times this year in an effort to combat inflation.

Zidar said the debt “should encourage us to consider some tax policies that almost passed through the legislative process but didn’t get enough support,” like imposing higher taxes on the wealthy and closing the carried interest loophole, which allows money managers to treat their income as capital gains.

“I think the point here is if you weren’t worried before about the debt before, you should be — and if you were worried before, you should be even more worried,” Zidar said. 

The Congressional Budget Office earlier this year released a report on America’s debt load, warning in its 30-year outlook that, if unaddressed, the debt will soon spiral upward to new highs that could ultimately imperil the U.S. economy.

In its August Mid-Session Review, the administration forecasted that this year’s budget deficit will be nearly $400 billion lower than it estimated back in March, due in part to stronger than expected revenues, reduced spending, and an economy that has recovered all the jobs lost during the multi-year pandemic. 

In full, this year’s deficit will decline by $1.7 trillion, representing the single largest decline in the federal deficit in American history, the Office of Management and Budget said in August.

Maya MacGuineas, president of the Committee for a Responsible Federal Budget said in an emailed statement Tuesday, “This is a new record no one should be proud of.”

“In the past 18 months, we’ve witnessed inflation rise to a 40-year high, interest rates climbing in part to combat this inflation, and several budget-busting pieces of legislation and executive actions,” MacGuineas said. “We are addicted to debt.”

A representative from the Treasury Department was not immediately available for comment. 

Sung Won Sohn, an economics professor at Loyola Marymount University, said “it took this nation 200 years to pile up its first trillion dollars in national debt, and since the pandemic we have been adding at the rate of 1 trillion nearly every quarter.”

Predicting high inflation for the “foreseeable future,” he said, “when you increase government spending and money supply, you will pay the price later.”

Originally established in 1885 in recognition of President George Washington, the holiday became popularly known as Presidents’ Day after it was moved as part of 1971’s Uniform Monday Holiday Act, an attempt to create more three-day weekends for the nation’s workers. Washington and Lincoln still remain the two most recognized leaders, but Presidents’ Day is now popularly seen as a day to recognize the lives and achievements of all of America’s chief executives. Some lawmakers have objected to this view, arguing that grouping George Washington and Abraham Lincoln together with less successful presidents minimizes their legacies.

In its modern form, Presidents’ Day is used by many patriotic and historical groups as a date for staging celebrations, reenactments and other events. A number of states also require that their public schools spend the days leading up to Presidents’ Day teaching students about the accomplishments of the presidents, often with a focus on the lives of Washington and Lincoln.

The federal government now owes almost $8 trillion to foreign and international investors, led by Japan and China. Eventually, that will need to be paid back, with interest.

“That means American taxpayers will be paying for the retirement of the people in China and Japan, who are our creditors,” said Kelly.

The $30 trillion national debt figure is somewhat inflated by the fact that a chunk of the money is owed by the government to itself. This is debt held in Social Security and other government trust funds. So-called intragovernmental holdings total more than $6 trillion.
